Joined Miinistry of Health in 1949 after University College Oxford. He passed out 4th for the Administrative Grade Civil Service in 1948. He stated that Nye Bevan was then the Minister and was very much liked; indeed, for many years people used to say: "Ah he was the best Minister we ever had," In 1972,he was appointed Deputy Secretary at the Cabinet Office with particular responsibility for home and social affairs. Awarded C. B. in 1975.
